REPORT ON CONSULAR MOBILE SERVICE OF SRI LANKAN EMBASSY

ORGANIZED BY UNGA IN PALERMO ON SATURDAY 25 AND SUNDAY

26 JULY 2009

Arugan once wrote in one of his articles: "one day the UNGA will be admired, appreciated and welcome by the people who today can not understand the significance of action with diplomacy, intelligence and cunning ..." On the day of 25 and 26 July 2009 at the Sri Lankan request the Embassy in Rome - as a result of coordinated consular service in 2008 in Reggio Emilia with the extraordinary cooperation of the CGIL - the Union of the New Generation organized the Mobile Consular Services in Palermo . In the city of Palermo there is a significant presence of Sri Lankan citizens (six thousand with inscription in the registry office and most of 7500 without), specifically the ethnicity Tamil; them for too long allowed certain players to obscure their own minds and suppress their thirst of knowledge, which is the main cause of the decline of these people compared to their compatriots in other parts of the world. To "clean up" and bring to mind the true nature of an individual, it is essential to remove all or most part, the obstacles that may disturb his serenity. Considering that as a principle point of this project, the UNGA, while aware of the various difficulties which will face - down from its economic situation, employment of its members and logistics - has agreed to request the Embassy.

OPERATION 'OF UNGA

Before you put a foot on the ground, it is essential to test the strength of the soil, indeed, to

coordinate the first two days consular, the UNGA has identified the needs of many people to meet at the Embassy - first of all, the urgency of the citizens to obtain a passport to remedy their deficiencies in front of the Italian state! Statistic on the amount of work planned in two days of stay consular, the UNGA has organized the day of 24 July 2009 a one-stop consultancy entirely free to put all matters relating to the consular division.

Saturday July 25 2009 at 9:00 am at the branch of Palermo, the members of the UNGA, identifiable by the crowd thanks to the card, distributed the numbers in order of arrival.

While the officials carry the first practice - prepared with the help of the UNGA - members of the Union have embarked in the midst of the people to continue to give them assistance, information and prepare for the possible forms and documentation, so that when People came by the officials, managed to complete their chores in significantly faster times. Sunday 26 July 2009 still to 9:00 am at the hall of St. Nicholas of the parish of St. Clear (well known for its many works of charity), the members of the UNGA is only multiplied - as a young university and those known in the Tamil community that the day before had seen the true service of the Union, sought voluntarily and firmly united to it - and therefore, the assistance has tripled. 90% of people who came between Saturday and Sunday they had access to the service and the remaining 10% failed to obtain the benefit, as well as citizens at Palermo, were added also those who came from other provinces (e.g., Messina, Catania, etc. ..), which have filled whole bus, not counting those who have travelled with their private vehicles. This 10% of people at the end of the day, after an explanation of why they could not be served, were sent away with a lot of education, direct from one of the Embassy officials under the protection of security officers. 98% of people who have had access, were able to complete their needs thanks to the timely assistance of the members of the Union. The vast majority of people who have dropped out of the service (while waiting for the weary) with a huge smile and a sense of gratitude to UNGA, shown with thanks, greetings and so on continue ... In all this, one of the events that struck the heart of every member of was when a lady of about 70 years it was voluntarily lowered in front of everyone here to touch the feet of the Head of Public of UNGA Report! !!!!!!!! (This gesture brought the Tamil and Sinhalese culture is made to have the blessing of major or to demonstrate their gratitude to a person). In terms of numbers, in the two days of the Mobile Consular Service, there were 827 Sri Lankan citizens - as noted by the Registry of UNGA -. Furthermore, it states that this figure does not include players under 18 years who have benefited from the service, just think of the request of the individual passport needed to apply for residence permit for the individual over 14 years old.

The number of applications made by citizens certainly exceeds the number of these because almost everyone was there to carry more than one practice. If we were to compare the number of practices and the number of those present with the number of

officials of Embassy (no. 4 - four) and the members of the Union (no. 8 - eight) since this certainly pushes every individual of incredulity !

PROPOSALS OF THE UNGA

Given the real need of citizens to have a reliable point of reference for the consular affairs division, on 26 July 2009 the Head of Public Relations of the Union has presented the following proposals directly Ambassador of Sri Lanka in Italy: the UNION should be legally recognized by the State as the representative of Sri Lankan citizens and It should be formally grant to the UNGA the ability to accept all the practices, of course under certain conditions and regulations. In extraordinary, we have asked Ambassador the authorization for the UNGA to accept consular practices necessary for the regularization of the residence of Sri Lankan citizens in the Italian territory. The first proposal is under consideration by the consular post and the second proposal was first been accepted after a while 'was unfortunately rejected. Here, the Union would point out that these proposals are dictated by real needs of citizens and requests to the Embassy only after having made known to them the actual ability and willingness of the Union of the New Generation!

UNGA presents a great thanks to the Sri Lankan Ambassador in Italy Hon. Hemantha for

permission to carry out our project and to all officials who have worked in these two days,

depriving both themselves and their loved ones on their free time.

A significant fact openly thanks go to the Police of Palermo, to Digos of Palermo and Reggio Emilia and to the Carabinieri for doing their job so well, preserving public order and safety of the Embassy officials and the organizers of this HISTORY EVENT !!!!!

RELAZIONE SULLA PERMANENZA CONSOLARE DELL’AMBASCIATA SRILANKESE ORGANIZZATA DA UNGA A PALERMO NELLE GIORNATE DI SABATO 25 E DOMENICA 26 LUGLIO 2009.

Una volta Arugan scrisse in uno dei suoi articoli: “un giorno la UNGA verrà ammirata, apprezzata e benvoluta da questa gente che oggi non riesce a comprendere il significato dell’agire con diplomazia, intelligenza ed astuzia…”

Nella giornata del 25 e 26 Luglio 2009 su richiesta dell’Ambasciata srilankese in Roma – a seguito della permanenza consolare coordinata nel 2008 a Reggio Emilia con la straordinaria collaborazione della CGIL -, l’Unione della Nuova Generazione ha organizzato il Servizio Consolare Mobile a Palermo.

Nella città di Palermo c’è una rilevante presenza di cittadini Srilankesi (6mila con iscrizione all’anagrafe e più di 7500 senza), nello specifico dell’etnia Tamil; quest’ultimi per troppo tempo hanno permesso a certi soggetti di oscurare le proprie menti e di sopprimere la loro sete del sapere; ciò, è la causa principale dello stato di arretramento di questi cittadini in confronto ai loro connazionali presenti in altre parti del mondo.

Per “ risanare” e riportare alla vera natura la mente di un individuo, è fondamentale rimuovere tutti od in gran parte, gli ostacoli che possono turbare la sua serenità. Considerando detto punto come principio di questo progetto, la UNGA, pur consapevole delle diverse difficoltà alle quali dovrà far fronte - dettate dalla sua situazione economica, lavorativa dei propri membri e di logistica – ha acconsentito alla richiesta dell’Ambasciata.

OPERATIVITA’ DELLA UNGA

Prima di metter piede sulla terra, è indispensabile testare la solidità del terreno; difatti, prima di coordinare le due giornate consolari, la UNGA ha individuato i molteplici bisogni delle persone da soddisfare presso l’ambasciata – primi fra tutti, l’urgenza dei cittadini di ottenere un passaporto per sanare la loro posizione di irregolarità dinnanzi lo stato italiano!

Statisticata la mole di lavoro prevista nei due giorni di permanenza consolare, la UNGA ha organizzato nella giornata del 24 luglio 2009 uno sportello di consulenza interamente gratuito rivolto a tutte le questioni relative la divisione consolare.

Sabato 25 luglio 2009 alle 9:00 di mattina presso la filiale di Palermo, i membri della UNGA, identificabili dalla folla grazie al tesserino di riconoscimento, hanno distribuito i numeri in ordine di arrivo.

Mentre i funzionari espletavano le prime pratiche – preparate con l’aiuto della UNGA – i membri dell'Unione si sono addentrati in mezzo alla gente per continuare a dare loro assistenza, informazione e preparare il più possibile moduli e documentazioni, in modo tale che quando la gente entrava dai funzionari, riuscivano ad ultimare le loro faccende in tempi significativamente più celeri.

Domenica 26 luglio 2009 sempre alle 9:00 di mattina presso la sala di S.Nicolò della Parrocchia di S. Chiara (ben conosciuta per le sue tantissime opere di carità), i membri della UNGA si solo moltiplicati – in quanto i giovani universitari e i soggetti noti all’interno della comunità Tamil che il giorno prima avevano visto il vero servizio della Unione, hanno voluto volontariamente e fermamente unirsi ad essa – e pertanto l’assistenza si è triplicata.

Il 90% delle persone che sono venute tra sabato e domenica hanno avuto accesso al servizio ed il restante 10% non è riuscito ad ottenere la prestazione, in quanto oltre ai cittadini presenti a Palermo, si sono aggiunti anche quelli che sono arrivati da altre province (es: Messina, Catania, ecc..), i quali hanno riempito interi pullman, senza contare quelli che hanno viaggiato coi loro mezzi privati.

Questo 10% di cittadini a fine giornata, dopo un'intensa spiegazione del perché non potevano essere serviti, sono stati mandati via con molta educazione, direttamente da uno dei funzionari dell’Ambasciata sotto la protezione degli agenti di sicurezza.

Il 98% delle persone che hanno avuto accesso, sono riusciti ad ultimare i loro bisogni grazie anche alla pronta assistenza dei membri dell’Unione.

La stragrande maggioranza dei cittadini che hanno usufruito del servizio sono usciti (pur stanchi per l’attesa) con un enorme sorriso e con un senso di gratitudine verso UNGA, dimostrato con ringraziamenti, continui saluti ecc…

In tutto questo, uno degli episodi che ha colpito il cuore di ogni membro dell’UNIONE è stato quando una signora di circa 70 anni si è volontariamente abbassata davanti a tutti i presenti per toccare i piedi della Responsabile delle Pubbliche Relazione dell’UNGA!!!!!!!!!! (Detto gesto educato della cultura Tamil e Singalese si compie per avere la benedizione dei grandi oppure per dimostrare la propria gratitudine verso una persona).

In termini di numeri, nelle due giornate del Servizio Consolare Mobile, si sono presentati 827 cittadini srilankesi - dato rilevato dal registro dell’UNGA -.

Inoltre, si precisa che questo dato non comprende i soggetti minori di 18 anni che comunque hanno beneficiato del servizio, basti pensare alla richiesta del passaporto individuale necessario per richiedere il permesso di soggiorno individuale per gli ultra14enni.

Il numero di pratiche fatte dai cittadini sicuramente supera il numero dei presenti perché quasi tutti erano lì per espletare più di una pratica.

Se andassimo a confrontare il numero delle pratiche ed il numero dei presenti con il numero dei funzionari dell’ambasciata (n° 4 – quattro) ed i membri dell’UNIONE (n° 8 – otto) certamente questo dato spinge ogni individuo nell’incredulità!

PROPOSTE DELLA UNGA

Vista la reale necessità dei cittadini di avere un punto fermo fidato di riferimento per le faccende della divisione consolare, in data 26 luglio 2009 la Responsabile delle Pubbliche Relazioni dell’Unione ha esposto le seguenti proposte direttamente all’Ambasciatore dello Sri Lanka in Italia: di riconoscere legalmente la UNIONE dallo Stato come la rappresentante dei cittadini srilankesi e di concedere formalmente alla UNGA la possibilità di accettare tutte le pratiche, ovviamente a certe condizioni e regolamenti. In via straordinaria, abbiamo richiesto all’Ambasciatore di dare alla UNGA l’autorizzazione di accogliere le pratiche consolari necessarie per la regolarizzazione del soggiorno dei cittadini srilankesi nel territorio italiano.

La prima proposta è sotto l’esame dell’autorità consolare mentre la seconda proposta che era stata in primo luogo subito accettata dopo un po’ è stata purtroppo respinta.

Qui l’Unione tiene a precisare che queste proposte sono dettate dalle vere necessità dei cittadini e richieste all’Ambasciata solo dopo avere reso a loro noto le reali capacità e volontà di questa Unione della Nuova Generazione!

RINGRAZIAMENTI DELLA UNGA

UNGA porge un immenso ringraziamento all’Ambasciatore srilankese in Italia l’On. Hemantha per aver permesso di realizzare il ns progetto ed ai tutti i funzionari che hanno lavorato in queste due giornate, privando sia a stessi che ai loro cari il proprio tempo libero.

Un significante ringraziamento va fatto apertamente alla Questura di Palermo, alla Digos di Palermo e Reggio Emilia ed ai Carabinieri per aver svolto il loro lavoro in modo eccellente, preservando l’ordine pubblico e la sicurezza dei funzionari dell’Ambasciata ed degli organizzatori di questo EVENTO STORICO!!!!!

Un caloroso ringraziamento a Don Gianni della Parrocchia di S. Chiara per aver concesso il loro spazio per lo svolgimento di questo servizio/progetto.
